At the Ceremony, Guest-of-Honour Mr David Neo, Acting Minister for Culture, Community and Youth & Senior Minister of State for Education, outlined Singapore’s vision and ambitions ahead of the 2029 SEA Games and ASEAN Para Games. This includes enhancing support for a broader base of athletes with demonstrated potential, strengthening the capabilities of the National Sport Associations, and growing the High Performance Sport Institute’s specialist workforce to put forward Singapore’s strongest campaign on home ground.

Support for Talented Athletes

Five past and present student-athletes were newly-awarded the Sport Excellence Scholarship (spexScholarship) namely current student-athletes Yvette Chong Ann (Artistic Swimming), Amanda Yap Ee-Lin (Gymnastics), and Kassandra Ong Xue Ling (Wushu), as well as alumni Amanda Lim Xiang Qi (Swimming) and Chan Jun Kai (Wushu). Together with the newly-inducted spex scholars, there will now be 36 past and present student-athletes who have been awarded the spexScholarship.

Newly inducted spexScholar Kassandra Ong, who won bronze at her first SEA Games in 2025, expressed gratitude for the recognition. She said, “It is a meaningful recognition of my journey so far, and it motivates me to continue pushing myself both in sport and in life. The scholarship will provide valuable holistic support, including access to resources such as sports science, psychology and nutrition. This will help me better manage my physical and mental performance and continue improving in a more structured and sustainable way.”

Another 28 past and present student-athletes will receive enhanced support under the Sport Excellence Potential (spexPotential) programme, bringing the total number of past and present student-athletes supported under the programme to 53 to date. Gymnast Asher Pua, a new spexPotential recipient, said, “I feel very honoured and grateful to be able to receive the spexPotential because it provides me with much more support for my sporting career growth such as resources and financial support for my training and competitions.”

Both the spexScholarship and spexPotential programmes are part of the broader suite of spex initiatives aimed at helping athletes realise their full sporting potential. The spexScholarship programme represents the highest tier of enhanced support, equipping athletes to perform at the Asian and World levels. Meanwhile, the spexPotential programme supports athletes in achieving gold medal success at the South East Asian (SEA) Games and ASEAN Para Games, while building a pathway towards future success at the Asian level and beyond.

A record 247 athletes were formally inducted into spexScholarship and spexPotential programmes in 2026.

Also, two current student-athletes – Ser Lin Qian (Table Tennis) and Valencia Tan (Cycling) – will be added to the list of spexEducation Undergraduate Scholarship recipients, which was introduced in 2025. Over the past two years, 11 past and present student-athletes have received the scholarship, accounting for more than 60% of all recipients to date.

Among the five new scholars in 2026, Ser Lin Qian is the only athlete awarded under the New Career Track, which supports athletes pursuing university education after retirement from competitive sport. Cyclist Valencia Tan received the scholarship under the Dual Career Track, enabling her to balance both high-performance sport and university studies.

Valencia, who shared her journey and gratitude on stage at the Investiture, said “Coming from a less financially privileged background, the cost of university has always been a significant concern for us. This scholarship not only alleviates that burden but also gives me the opportunity to pursue my sport and studies with greater peace of mind.”
